Employment Process

Ross/West View Emergency Medical Services Authority (E.M.S.A.) considers all applicants for all positions, in accordance with Title VII of the Civil Rights Act of 1964, as amended, and the Americans With Disabilities Act of 1990, and the Age Discrimination in Employment Act of 1967, as amended, which prohibits discrimination in the recruitment, selection, and hiring of employees.

The Ross/West View E.M.S. Authority utilizes the following procedures in order to select highly skilled individuals for one or more of the following positions:

 Emergency Medical Technician
Emergency Medical Technician/Paramedic
Assistant Training Coordinator
Field Supervisor

The employment process consists of five phases/steps.  Candidates are required to meet a series of minimum requirements for each phase.  Applicants failing to meet the minimum requirements of a specific phase, will not be eligible for the next phase.  Listed below are specific requirements for each phase of the employment process.

 

The first phase is the application process.  All applicants must provide the following documentation attesting that the applicant meets or exceeds all of the prerequisites for the position.

  1. Applicants must be twenty-one (21) years of age or older
  2. Applicants must complete and submit an application for employment to the Authority within the time frame outlined in the job posting.  Applicants may also wish to provide a current copy of a resume along with their application.  Resumes are optional however.
  3. A copy and/or proof of a current valid operators license.
  4. A copy and/or proof of current and valid certification as an Emergency Medical Technician or Paramedic Certification, with a minimum on one year In the field of EMS.
  5. A copy and/or proof of current C.P.R. Certification.
  6. A current Emergency Vehicle Operator's Certification.
  7. Certified vehicle rescue to Pennsylvania Department of Health Technician level or equivalent.

 

Applicants complying with the prerequisites listed above will be notified via mail or phone, regarding specific dates, times and locations of the next phase.  Applicants, who do not meet the prerequisites outlined above, will be notified via phone or mail of their disqualification.

The second phase consists of a written examination of fifty- (50) questions, based on applicable job related knowledge objectives.  Minimum passing score is 80% or higher.  No retesting is permitted on the written examination.  Tests will be scored immediately following completion.  Applicants who successfully pass this exam will move on to the practical examination.  Applicants who fail the written exam will be disqualified from continuing in the employment process.  The practical examination will be based on 50 possible criteria In a scenario that directly relates to the certification level applied for.  Again, 80% or better Is required to move on In the process.  Candidates successfully completing both written and practical examinations will move on to the oral Interview process.

 The third phase of the employment process consists of an oral interview with the members of the administrative staff.  The interview is designed to give the applicant an opportunity to interact and share their views, goals, expectations and previous experiences in the field of emergency medical services.  The interview also gives the administrative staff the opportunity to overview the job description and analysis, and other related duties.  The applicant is encouraged to ask questions regarding any aspect of employment with the Authority.

 All remaining applicants will be evaluated utilizing the information obtained during the employment process.   This will include information from the following.

 

* Application/Resume
* Written Examination
*Practical Examination
* Oral Interview

 Based on all the information, the Authority administration will select the most qualified applicant(s) for the position(s) posted.  Final candidate(s) will be offered conditional employment, contingent upon the successful completion of the forth and fifth phase of the employment process. 

The forth phase and fifth phase of the employment process consist of a post offer physical agility performance evaluation and a post offer physical evaluation.  This physical examination will be conducted by the prospective employee's primary care physician (PCP).  If the candidate does not have a PCP, a company physician will be assigned.  Correspondence will be direct between the examining physician and the Authority's designated wellness company.

Following completion of all four phases of the physical agility performance evaluation, the applicant will be required to successfully complete a back/lifting evaluation and physical examination.  This test will be completed on site at Ross/West View EMS by a physical therapist,  and occupational therapist.  Finally, the candidate will be required to participate in a drug and alcohol urinalysis test.  A medical physician will conduct this test at a site convenient to all Involved .  Following successful completion of the final phase of the employment process, the candidate(s) will be issued a starting date, standard operating procedures, employment manual, uniform purchase order and personal protective equipment.
